EUV system assembly
An ASML engineering team assembling one of the company's hugely complex EUV systems. The 80,000 or so parts that make up such a system come mostly from within Europe, meaning that the US cannot apply its "25%" rule to block any sales to China directly. Coupled with the extensive know-how required to actually make the system work properly, it seems highly unlikely that anybody would be able to "copy" the system design to make viable devices.
