The electrode pattern is etched on ITO glass and then coated by a 150 nm layer of silicon nitride, which acts as a dielectric layer. On top of that, a 1 micron thick layer of a fluoropolymer provides a low-energy, low-hysteresis surface. (Credit: Bell Labs, Lucent Technologies)
